Dylin Prestly is set to testify before Congress regarding an old CIA operation called "hailback". Hailback was a joint CIA and
NSA operation with the counter-terrorist unit in tracking a terrorist network in South Ossetia.

In 2012, Operation Hailback was conducted out by CIA and NSA operatives in which terrorist was eliminated in South Ossetia, a region in Kurta. The joint operation was a success except for two fatalities and three critical injuries. Both fatalities came from the CIA operatives conducting the mission.
A report issued by the
House of Intelligence Subcommittee states that during the operation Hailback, a CIA operative name
Dylin Prestly went against orders regarding custody of the terrorist and in which the terrorist was later found to be dead. A confusion broke out during the chain of custody handling and the South Ossetia terrorist broke free from his restraints which ensued a fugitive pursuit of the terrorist.

The terrorist, name not mention in the report, went to the region of Kurta in South Ossetia to warn the terrorist cell network was captured and killed during the gun fight. The House of Intelligence Subcommittee states from the report that during the gun fight in Kurta, the terrorist name not mention, surrendered after his weapon jammed but yet the CIA operative in question,
Dylin Prestly, continued firing of his weapon, in which the terrorist was hit multiple times after dropping his weapon.

The House of Intelligence Subcommittee questions the CIA operative
Dylin Prestly in regarding the Rules of Engagement procedure during the Hailback Operation and questions how the terrorist broke free from his restraints in which the allegations alleged that the restraints were not purposely put on correctly during the chain of custody issue.
